END CANADIAN MILITARY EXPORTS AND SUPPORT TO ISRAEL

On June 23, the Independent International Commission of Inquiry on the occupied Palestinian territory and Israel found that Israel’s actions are deliberately destroying Palestinian childhood. Children have borne a devastating share of the violence, accounting for roughly 30% of the more than 73,000 Palestinians reported killed since the start of the genocide.

International law should not be optional. It is a red line that should never be crossed.

Yet the Israeli government is still:

  • Committing genocide in Gaza – indiscriminate attacks continue and life-saving aid is still being blocked.

  • Ethnically cleansing Palestinians in the West Bank, violently displacing them and destroying their economy.

  • And now Israeli forces are using the same playbook in Lebanon, attacking civilians, critical civilian infrastructure, emergency services personnel and aid workers.

  1. Immediately halt all direct and indirect arms transfers, military goods, components, and military support destined for Israel.

  2. Close the existing exemption in the Export and Import Permits Act that allows military goods and components exported to the United States to bypass human rights risk assessments before potentially being transferred to third countries.

  3. Ensure that all Canadian arms export decisions comply with Canada's obligations under international humanitarian and human rights law.

Why This Matters

Canada exported $14.6 million worth of military goods directly to Israel last year, according to a report published by Global Affairs Canada. A total of 50 military export permits were utilized to sell goods to Israel in 2025, the report says.

Concerns have also been raised regarding the expansion of military operations beyond Gaza, including attacks affecting civilians, civilian infrastructure, humanitarian personnel, and aid operations in Lebanon and the occupied Palestinian territory.

At the same time, a significant loophole in Canada's export control system allows Canadian-made military goods and components to be transferred to the United States without the same level of human rights scrutiny required for other destinations. Critics argue that these products can subsequently reach conflict zones without adequate oversight.

International bodies, including United Nations experts and human rights mechanisms, have repeatedly called on states to suspend arms transfers where there is a substantial risk that such transfers could contribute to violations of international humanitarian law.

Reports published by Global Affairs Canada and civil society organizations have documented ongoing Canadian military exports to Israel as well as shipments of components and materials routed through the United States that may ultimately support Israeli military operations.

Earlier this year, Parliament voted down bill C-233 calling on the government to close the U.S. export loophole.

 

Our Call to Action

Canada has fueled the violence by continuing to allow arms sales and other military support to the Israeli forces. This includes parts for the F-35 fighter jets that have dropped bombs on civilians in occupied Palestine and Lebanon.

Canada must ensure that its policies, laws, and export practices are consistent with its international legal obligations and commitment to protecting civilian lives.

We therefore call on the Government of Canada to end all direct and indirect military exports and support to Israel and to close the U.S. export loophole without delay.
